Peak Season Warehouse Staffing: Why Peel and York Region Facilities Lock In Teams Before Mid-November

How far in advance should you hire seasonal warehouse workers?

Aim to have your seasonal warehouse team confirmed two to three weeks before your volume peaks. For the 2026 Black Friday and Cyber Monday weekend, that puts the deadline in the first half of November. That window gives new workers time to learn your aisles, your RF scanners and your safety rules while order volume is still manageable, so they are productive when it counts.

The reason timing matters so much is simple: everyone needs people at once. Along the Highway 401, 410 and 427 corridors, hundreds of distribution centres in Mississauga, Brampton and Vaughan, and in York Region facilities from Vaughan to Markham, go looking for the same forklift operators, order pickers and dock workers in the same few weeks. The facilities that commit first get first pick.

This year, shoppers are also watching their budgets closely. The Retail Council of Canada's annual holiday survey with Leger found Canadians plan to spend an average of $911 this holiday season, down 6.5% from $975 in 2025 (survey summary). Value-focused shoppers tend to wait for deals, and in our experience that pushes order volume into the promotional weeks rather than spreading it evenly across the season. A tighter peak leaves even less room for a slow start on the floor.

Across the GTA, our recruiters at Alliance Employment Services are seeing:

  • Late rosters churn more: workers placed in the final rush are more likely to move to another facility for a small pay difference in their first week.
  • Last-minute rates creeping up: sites that need certified forklift operators on short notice often have to offer more than their usual rate to attract them.
  • The best people commit early: dependable, experienced seasonal workers usually lock in their November and December hours well before the surge starts.

What goes wrong when seasonal staff start during the peak?

When temporary workers arrive in the middle of the crunch, there is no time to train them, and the whole floor slows down. Supervisors are busy keeping orders moving, so new staff learn on the fly. That shows up in three ways:

  • Slower line speeds: new workers who don't know the aisles or the picking software work noticeably slower than seasoned associates, and mis-picks rise.
  • Higher safety risk: rushed, unfamiliar workers in busy facilities in Etobicoke, North York and across Peel are more likely to make mistakes around conveyors, order pickers and forklifts.
  • Dock congestion: inbound trucks wait in the yard when unloading crews lack the coordination to clear pallets quickly, and the backlog spreads to outbound.

Starting your core surge team in early November changes the rhythm. Your full-time leads have time to spot the strongest temporary workers, assign clear shift roles and build confidence on every line before volume peaks.

High Risk

Booking after volume has already jumped

You get whoever is still available, with no training window. Expect more no-shows, slower lines and supervisors pulled off the floor to cover gaps.

Moderate Risk

Booking in mid-November

Workers are still available, but the most experienced people may be committed elsewhere, and onboarding gets squeezed into the busiest weeks.

Optimized

Team confirmed two to three weeks before peak

Workers learn your site while volume is manageable, your leads identify top performers early, and you go into Black Friday with a team that already knows the floor.

What should you tell your staffing agency before peak season?

The more your agency knows early, the better the people it sends. A short brief covering these points is usually enough for a good agency to start recruiting:

Dates and peak weeks

Your ideal start date, the weeks you expect to be busiest, and when you expect volume to drop off in December or January.

Headcount by shift

How many workers you need on days, afternoons, nights and weekends, and whether that number ramps up in stages.

Roles and skills

Forklift (counterbalance or reach truck), order picking, packing, palletizing, shipping and receiving, plus any certifications or scanner experience required.

Site safety and onboarding

Your site orientation steps, PPE requirements and who on your team will walk new workers through the floor on day one.

Attendance contact

Who confirms attendance each shift and how you want no-shows reported, so replacements can be arranged quickly.

Path to permanent

Whether strong seasonal workers might be offered longer assignments or permanent roles. Good candidates respond to that.

Are you still responsible for temp workers' wages when you use an agency?

Partly, and it is worth knowing before peak season. In Ontario, the temporary help agency is the employer and is responsible for paying its assignment workers. But if an agency doesn't pay, the law lets workers recover certain unpaid wages from the client business too.

According to the Government of Ontario's guide to the Employment Standards Act and its information sheet for assignment employees:
  • Joint and several liability — if an agency fails to pay, client businesses may be held liable for unpaid regular wages, overtime pay, public holiday pay and public holiday premium pay.
  • Client record-keeping — clients must record the hours each assignment employee worked for them in each day and each week.
  • Licensing — since July 1, 2024, temporary help agencies must hold a licence, and clients are prohibited from knowingly using an unlicensed agency.

In practice, this means the agency you choose matters as much as the timing. A licensed agency with reliable, on-time payroll helps reduce your exposure. A rushed mid-November booking with an unfamiliar provider can increase it. For a closer look at what a fair bill rate should cover, see our guide to what a staffing bill rate really covers. This is general information, not legal advice; for your specific situation, speak with employment counsel.

How does an agency take the seasonal hiring load off your team?

A good staffing partner handles recruiting, screening, onboarding paperwork and payroll, so your managers can focus on getting orders out the door. Running peak hiring in-house pulls supervisors and HR away from their main job at exactly the wrong time. Here is what Alliance takes on:

  • Pre-screened talent pools: we keep ready-to-work candidate pools across Brampton, Mississauga, Markham and Scarborough, so we can move fast, often same-day or next-day, when you need people.
  • Screening and safety orientation: workers are screened for the role and complete safety orientation before their first shift, so your site orientation can focus on your floor.
  • Attendance follow-up and replacements: for multi-shift sites, we follow up on attendance and arrange replacements so your dock doors keep moving.
  • Payroll, WSIB and ESA administration: as the employer of record, we handle payroll, statutory deductions, WSIB coverage and claims management for our assignment workers, and Ontario ESA requirements such as public holiday pay. With Christmas Day and Boxing Day falling inside most peak schedules, that is one less calculation for your team.

The goal is to help shift the administrative and compliance work of seasonal hiring off your internal team, so you can staff up for peak and scale back down afterwards without adding permanent headcount.

Frequently Asked Questions

How far in advance should I hire seasonal warehouse workers for peak season?

Plan to have your seasonal warehouse team confirmed two to three weeks before volume peaks. For a Black Friday and Cyber Monday surge, that means booking by early November, so new workers can learn your layout, scanners and safety rules before order volume climbs. If you can share a forecast in October, your agency has even more room to recruit the right people.

What happens if we wait until mid-November to book temp warehouse staff?

You compete with other distribution centres across Peel and York Region for the same workers at the same time. The most reliable candidates are often already committed, so late rosters tend to see more no-shows and early turnover, and new workers arrive with little time to train before volume peaks.

What should I tell my staffing agency before peak season?

Share your start date and peak weeks, headcount by shift, the roles you need (for example, forklift operators, order pickers or shipping and receiving), any certifications or equipment experience required, your site safety orientation steps, and who on your team will confirm attendance each day. The earlier you share this, the better the match.

How fast can Alliance supply warehouse staff for a sudden order spike?

For planned seasonal rosters, we recommend confirming two to three weeks ahead. For unplanned spikes, Alliance offers fast deployment, often same-day or next-day, from pre-screened candidate pools across the GTA, depending on the role and the number of workers needed.

If we use a staffing agency, are we still responsible for temp workers' wages in Ontario?

Partly. Under Ontario's Employment Standards Act, the temporary help agency is the employer and pays its assignment workers. If an agency fails to pay, the client business can be held jointly and severally liable for certain unpaid wages, including regular wages, overtime pay and public holiday pay. That is why it matters to work with a licensed, established agency with reliable payroll. For advice on your situation, speak with employment counsel.
